A csv file is a text file that can be read by most software. Before you could read coordinates from a csv, the file would have to viwed to see if the data is heald in the way either piece of software expects it to be. If, for example, the file has the cells arranged on a line such that the data is point,North,East,Elevation, Description, with commas between each one, then either program should be able to read them by doing a text import. If there is a bunch of extraneous nonsense in the file such as column headers and such, then that stuff will have to be removed by calling it into Excel or Open Office, erasing it, then writing it back out as a.csv file again. It's either that, or get someone to write a program to extract what you need from the file if you see that type of format repeatedly.
